ROLE :
Responsible in the development of innovation research and human capital in the plantation and commodities sector.
FUNCTIONS :
Innovation Research:
Analysing, evaluating, planning and formulating policies and strategies as well as monitoring the implementation of programmes/activities in the development of innovation research in the plantation and commodities sector.
Among others:
- implementing studies and researches pertaining to efficiency, productivity, quality and sustainability improvement and enhancement efforts of the industries;
- analysing and improving the infrastructure/incentives/assistance for research and development/commercialisation of research results;
- creating the database on innovation indicators such as the productivity and R&D results:
- planning and executing programmes in promoting and enhancing innovation efforts among the stakeholders; and
- focal point to efforts in reducing the effects of climate change pertaining to the plantation commodities.
Human Capital Development:
Analysing, evaluating, planning and formulating policies and strategies as well as monitoring the implementation of programmes/activities in the development of human capitol in the plantation and commodities sector.
Among others:

undertaking studies on the capacity level of human capital;
- Secretariat to the Human Capital Development Committee in the Plantation Industries and Commodities sector;
- coordinating the execution of action plans and strategies to enhance the skills of workers;
- planning and coordinating efforts to enhance the work image and encourage the involvement of the young generation in the plantation industries and commodities sector;
- establishing a database on the employment in the plantation industries and commodities sector; and
- Planning and implementing programmes on human capital development among the stakeholder in the plantation industries and commodities sector.

Focal point (at the Ministry’s level) to the Cabinet Committee on Foreign Workers.
BIOFUEL LICENSING TASK FORCE
ROLE :
Regulate the development of the biofuel industry, including the management of licensing, enforcement and advisory services.
FUNCTIONS :
Studying and formulating policies pertaining to the biofuel industry;
Registering and issuing licenses for the following activities:
- building of biofuel or fuel blending plants;
- production of biofuels;
- blending of biofuels with fuels or other biofuels;
- measuring and testing of biofuels.
Supervising the development of biofuel industry, especially on the enforcement which involves among others, operational, investigation, prosecution and compounding aspects;
Encouraging the development of the biofuel industry through advisory services to individuals and organisations that are venturing into the biofuel industry.
Developing a database on the biofuel industry; and
Reviewing the legislations and regulations pertaining to the biofuel industry.
